I don't remember in which book it is mentioned, but I think there's something about no one really knowing who had done it when a vamp was assassinated. And I guess most vamp wanted dead must be powerful, so masters of their own lines-----> no master revenge
And maybe also that when a vamp does something who could endanger the species or not respecting the laws might have contracts on their heads. On HTTG, Bones says he started to chase Hennessey only by tracking members who had contracts on their heads, so I guess there's a sort of admittance of this kind of things.
I think I might have got lost somewhere in my thoughts, but I hope I didn't messed it all,

You are right in that in HTTG, Bones only went after the vamps who had contracts on their heads. According to vamp law, (wont correct me if I am wrong here!) I don't believe that the vamp who accepts the contract can be held accountable...only the vamp who takes out the contract. In other words, the person who hired Bones would be held accountable IF it could be proven they were responsible. Remember in OFITG when they found the guy who had accepted a contract on Cat? Bones made the guy give him all the account info possible? They wanted to find the source. In AGE, when we find out that Patra is behind Max's attack, we learn from Bones that one recourse is to declare war. Another would be to out and out kill the vamp. Guess that is why they are so secretive and careful about covering their tracks.
